Program Profile

The center is currently open 5 days a week from 8:00 to 7:00 PM and includes a high school education, one-on-one counseling and group therapy for alcohol and other drug abuse, as well as treatment for mental health disorders. There is also a music studio available to the students interested in playing and recording music, recreation and youth development opportunities.

Referrals come from schools, probation, law enforcement, parents, family and friends.

Each teen receives an assessment to determine what treatment is best for them. These assessments are complimentary and available to parents and students in Napa County.

Every client is different. Some youth may need only intervention, while others may be heavy users and need a more intensive therapeutic plan.

Every participant is assigned a personal counselor to work with on an individual basis as well as their family. All of the counselors are supervised by a Clinical Director and a Medical Director / Psychiatrist both of whom are intimately involved in the treatment planning and case management of each Wolfe Center client.

Program Evaluation

The October 2005 Final Evaluation Report prepared by Resource Development Resources found the Wolfe Center to be a very successful program. Evidence of drug use and criminal violations decreased. School attendance increased. And indicators of well-being in a variety of domains improved. Parent results showed they were extremely satisfied. Participant survey results show that the students are generally pleased with the program. The results show that the participants are building strong internal and external developmental assets including the confidence to stop or reduce their drug use and better interpersonal skills. Findings also suggested that the youth feel acknowledged, respected, and listened to by staff and that staff are setting clear expectations for youth.

Areas listed for improvement included implementing program plans to increase leadership opportunities, consistency in the perception of rule and policy enforcement and peer support among program participants.

Wolfe Center Program List

An Intensive Outpatient Treatment Program. The Wolfe Center is an intensive evidence-based outpatient treatment program for teenagers who are using alcohol or other drugs. Located in a new facility in downtown Napa, the Wolfe Center is a program operated by the Loyd Wolfe Juvenile Justice Network (JJN)– a California non-profit public benefit organization. The Wolfe Center serves all of Napa County and provides treatment services in Calistoga, St. Helena, Napa and American Canyon.

School Based Prevention Services Program. Wolfe Center staff provide prevention services on middle and high school campuses throughout Napa County. Each of our counselors is assigned to a school, where the counselor screens youth identified by school staff as candidates for prevention services. The counselors also facilitate prevention education groups at the schools. The school based prevention program is funded through a contract with the Substance Abuse Prevention Services Unit at the Napa County Health and Human Services Agency.

Targeting Youth With Significant Drug Issues. The Wolfe Center treatment program targets youth whose involvement with alcohol or other drugs and co-occurring mental health issues is so severe that they need a more intensive outpatient intervention than is available from the other outpatient programs in Napa. The most intensive day treatment track includes enrollment at Wolfe High School - a community school operated on campus by the Napa County Office of Education. Youth in this track attend a combined treatment and school program for approximately 45 hours per week. Other tracks provide for six to twenty hours of program services per week. As a client progresses in treatment, the amount of time spent on campus each week is gradually reduced.

“The Stages of Change.” Treatment at The Wolfe Center is based on the stages of change. The distance between daily drug use and abstinence is sometimes too big for a teenager to jump. We help youth identify the many milestones between active use and recovery. This breaks the treatment process down into smaller steps that teenagers can achieve – one at a time. Our job is to help teenagers recognize the steps and take them.

Treatment is Hard Work & It Isn’t Fast. Our clients make their way through seven treatment phases which generally reflect the stages of change. For the average client, we estimate that formal treatment can take at least 12 months. Clients who successfully complete the program become alumni. They’re eligible for support services and can continue participating in our activity programs.

Daily Drug Testing. The program includes daily urine drug screen testing for most participants, which is conducted as a treatment tool to assist clients to maintain sobriety.                  

There’s More to the Program than Just Treatment. The program includes the traditional treatment components of assessment, treatment planning, education,
parental support and education and individual and group therapy. These services are delivered in a supportive environment that includes various recreational activities, breakfast and lunch meals, a computer laboratory, a music and recording studio, and other resources designed to catch and hold the interest of youth who are learning to live a clean and sober life.

Youth Development. We ascribe to youth development principles. That means it’s not enough to identify and neutralize problems. Our goal is to help our clients build interests, strengths, and abilities.

Community Involvement. Staff is available to provide public presentations and educational forums on the impacts of alcohol and other drug abuse on our youth, families and communities. Al-Anon and Al-ATeen meetings are held weekly at the Wolfe Center.

Volunteer Program. The Wolfe Center is gradually
developing a volunteer team to assist in providing certain program services, including special activities for youth participants. One group of volunteers includes professionals in the music industry who are developing the recording studio. To volunteer, call the program and ask to speak to the “volunteer coordinator.”

Taboo Tattoo Removal. Once a month free tattoo removal services are offered at the Wolfe Center by Queen of the Valley Hospital in partnership with Auction Napa Valley and Napa Juvenile Justice Network.

Program Certification. The Wolfe Center holds Alcohol and Drug Program and Drug Medi-Cal Certifications from the California Department of Alcohol and Drug Programs and Mental Health EPSDT Medi-Cal Certification from the Department of Mental Health.

Qualified Staff. Our staff of 15 includes a medical
director/psychiatrist and four licensed therapists. All of our counselors hold at least a bachelor’s degree and a majority hold master’s degrees. Bilingual/bicultural services are also provided.

 

Complimentary Alcohol and Drug Screening
Assessments.
Staff are available to provide no cost assessments to assist youth and their families in determining alcohol and drug severity and prescribing appropriate treatment levels.

Program Cost. We charge for treatment but apply the state’s Uniform Method for Determining Ability to Pay as a sliding scale. If a family has difficulty paying the amount called for under this system, it can apply for further fee waivers. Most of our clients have qualified for substantial fee reductions. We’re always looking for donations. They can be designated for specific projects, such as the recording studio, or used for general support to provide treatment to lower income families.
